UC Procurement uses strategic and collaborative sourcing methods supported by technology and data analysis to optimize spend across the UC system, creating significant savings for the University. UC Procurement partners with campus procurement teams to standardize policies, practices and agreements to make it easier to do business with the University.
The Life Science Center of Excellence Team Member Leads the development and implementation of the University of California systemwide commodity strategies.
The Life Sciences Center of Excellence is responsible for establishing and implementing system-wide commodity strategies including commodity management, strategic sourcing, contract management, supplier relationship management, utilization management and demand management.
Working with a high degree of autonomy as a Commodity Center of Excellence (COE) team member under the direction of the COE Manager, implement strategic sourcing opportunities and strategies that meet the needs of the University, leverage annual category spend in the range of $300-$800 million and produce best-in-class supplier contracts and supplier relationships. Analyze spend by commodity using appropriate business metrics, modifying commodity strategies to maintain flexibility in responding to new opportunities or changing University business needs. Participate in the development of a forecasted sourcing/projects pipeline that prioritizes sourcing initiatives to pursue and tracks significant on-going cost savings, and execute against a plan. Develop and maintain category specific knowledge including leading practices and trends. The Life Sciences Center of Excellence Sr. Team Member position will reside on one of the ten UC campuses. (Note: Internal applicants will not need to relocate. External applicants will be considered for a campus nearest to them.)
Work within a virtual team environment through all aspects of a sourcing initiative, focusing on less complex initiatives with benefit potential of >$500k/year or supporting other team members on more complex, higher benefit initiatives. The sourcing initiative process includes RFI/RFQ/RFP development process, including data collection and analysis, market research, proposal/quote evaluation, negotiating, execution and implementation of contracts for assigned commodities.
Ensure strategic sourcing agreements have favorable pricing, terms, conditions, rebates, etc. by arriving at University positions through review and analysis of internal factors and external market conditions and in the context of the Category and sub-Category strategy.
Coordinate the review of proposed contracts with respect to financial terms, usage restrictions and procedures, intellectual property rights, services terms, University liability, alignment with sustainability goals, and conformance with University policies and applicable legal guidelines.
Working independently as a Commodity Center of Excellence(COE) team member under the direction of the Life Science COE Manager, implement strategic sourcing opportunities and strategies that meet the needs of the University, leverage annual category spend in the range of $300-800 million and produce best-in -class supplier contracts and supplier relationships.
Analyze spend by commodity using appropriate business metrics, modifying commodity strategies to maintain flexibility in responding to new opportunities or changing University business needs.
Participate in the development of a forecasted sourcing/projects pipeline that prioritizes sourcing initiatives to pursue and track significant ongoing cost savings, and execute against a plan.
Develop and maintain category specific knowledge including leading practices and trends.
Analyze commodity category products and market opportunities for the designated commodity category of Life Sciences, and establish/lead system-wide stakeholder teams to gather requirements and collect input/feedback as needed during the project phases.
Utilize state of the art electronic systems to perform spend analytics, conduct on-line bidding events and manage resultant awards to insure user adoption and supplier performance through integrated contract management software.
Research (understand, track, anticipate) and provide benchmark (industry, cost, best practice) information for key commodities.
Promote understanding of UC agreements to optimize utilization and reduce cost.
Work with the UC community and coordinate efforts to monitor and maximize participation in system-wide programs.
Work with campus clients to understand and resolve problems with agreements or supplier performance.
Manage the administration of system-wide strategic sourcing contracts from award through termination to ensure compliance.
Track supplier performance and customer satisfaction with established agreements.
Monitor contract implementation and track supplier performance and customer satisfaction with Agreements.
Participate in efforts to develop and maintain policies and procedures for the operation of Procurement activities.
Identify and investigate continuous improvement opportunities.
Identify internal and external risks that may impact the work of the COE.
Provide input into the development and execution of appropriate mitigation strategies to minimize risk from becoming issues.
Manage information to support effective reporting.
Contribute to the design an execution of reports to analyze spend, contract pricing, and / or payment data to support sourcing/ planning effort.
Monitor relevant procurement metrics for all centrally managed categories and address below target performance.
Assist in identifying market trends, mergers and acquisitions and best practices in the Life Science Category Nationwide.
7+ years of experience in strategic sourcing, supply chain management, procurement or related experience such as Global 1000 enterprise sales or product management.
Minimum 5 years demonstrated high level of product/service expertise including leading negotiations for the Life Sciences category.
Builds and maintains credibility as an expert within a specific category with key stakeholders.
Demonstrated experience working in a collaborative team environment, building consensus, promoting an exchange of information among technical and business collaborators and leading stakeholder teams and multi-party negotiations.
Demonstrated knowledge of and experience using various proven negotiation methods, and the ability to critically analyze a negotiation.
Advanced experience with cost modeling and related financial analyses or experience in mathematical modeling of large data sets including operations research methodologies such as regression analysis or linear programming.
Demonstrated knowledge in the development of opportunity assessments, category profiles, and strategic sourcing plans.
Demonstrated ability to lead and advise cross-organization workgroups.
Very strong customer service and interpersonal skills and the ability to coordinate work with others, both internally and externally, to accomplish tasks.
Demonstrated effective written and verbal communication skills, including the effective presentation of strategies and progress to clients, stakeholders and leadership.
Demonstrated experience in use of Microsoft suite of productivity applications with a minimum of 3 years experience with preparing spreadsheets for analytical purposes.
Demonstrated ability to analyze problems, identify and consider potential solutions, and make timely recommendations.
Works with others to effectively address issues when they occur.
Excellent organization skills, including meeting facilitation and decision making.
Ability to understand a complex array of University policies and state and federal laws that govern acquisitions.
Knowledge of the specific category field in higher education or other highly decentralized organizations, including suppliers, distribution models, products, and equipment.
Knowledge of business and delivery models including research cores, centralized warehousing, and storehouses if applicable to the category.
In-depth knowledge of strategic sourcing policies, practices and systems.
In-depth knowledge of sourcing commodity / category.
Advanced ability to independently gather, organize, and perform financial analysis assignments.
Advanced listening and communication skills, including the ability to present information in a clear and concise manner verbally and in writing.
Advanced organizational, meeting facilitation, and decision making skills.
Education: Bachelor's degree in related area and/or equivalent experience/training.
License/Certifications: Professional certification preferred.
SALARY AND BENEFITS
Salary: $124,000 - $142,500
