Tidewater Community College has served South Hampton Roads â“ both students and employers â“ for 50 years. It has grown from 1 campus into a regional educational and economic force. TCC is the largest provider of higher education and workforce services in Hampton Roads, enrolling nearly 28,000 students in 2019-20. Founded in 1968 as a part of the Virginia Community College System, Tidewater Community College (TCC) services South Hampton Roads with 4 campuses in Chesapeake, Norfolk, Portsmouth, and Virginia Beach, 7 regional centers and 2 important cultural institutions. The college had 3,203 graduates in 2019-2020, 40 percent of whom pursued degrees that would let them transfer to 4-year institutions. Of South Hampton Roads residents enrolled in higher education 36% enrolled at TCC. TCCâ™s institutional accreditation is affirmed through 2027 by the Southern Association of Colleges and Schools Commission on Colleges. POSITION SUMMARY:The Director for Real Estate Foundation directs the real estate design, entitlement, and construction efforts of the Tidewater Community College Real Estate Foundation (TCCREF) and supports college facilities related projects and initiatives. The position is jointly funded by TCCREF (30%) and TCC (70%).The Director for Real Estate Foundation positionâ™s primary focus will be to play a central and leading role in creating and initiating the long-term Land Use and Implementation Plan for TCCREFâ™s real estate holdings. The employee will manage the real estate holdings, lead the development of the land holdings of the Foundation, and provide project management leadership on such additional projects as designated by the TCCREF Board of Directors. The Director for Real Estate Foundation will also work closely with the collegeâ™s administration, especially the Associate Vice President for Facilities Planning and Operations, to oversee and support projects related to TCCâ™s physical plant and real estate assets, including identifying opportunities in which TCCREF can support and enhance those assets.FUNCTIONAL RESPONSIBILITIES:Lead the Master Planning and formation of a âœmarket-drivenâ development strategy for TCCREFâ™s land holdings. Direct and manage overall planning, property entitlement, and design, including re-zonings, special use permits, site and land-use planning and master planning efforts.Direct and manage project planning, architecture, landscape architecture, engineering and other design disciplines including the proposal process, contract negotiation, and contract administration. Lead the team of consultants â“ urban planners, architects, civil, environmental, legal and others required to achieve entitlements and finalize development plan.Develop a phased plan for infrastructure development and its financing.Coordinate market research in retail, residential, and commercial sectors. Engage with local and national residential and commercial real estate firms to understand market supply & demand dynamics nationally and regionally.Lead the marketing, public relations, place making, and branding efforts for the TCCREF land holdings.Develop and recommend strategies for negotiations and selection of public-private partners (P3).Establish and maintain strong working relationships with various local, regional, state, and federal entities (e.g., Economic Development, Design Review Board, Planning Department, U.S. Army Corps of Engineers, etc.), P3 partners, consultants, and neighborhood representatives.Represent the Foundationâ™s interests with the U.S. Army Corps of Engineers, U.S. Environmental Protection Agency, Virginia Department of Environmental Quality, and other entities involved in the environmental cleanup of the TCCREF Suffolk property.Prepare and update project budgets and reports.Manage or assist in managing sustainability certifications, such as LEED-ND.Provide status reports to the TCCREF Board of Directors as requested by the Chair; provide updates to the directors between board meetings as appropriate.Manage the board-related matters of the TCC Real Estate Foundation, serving as primary liaison to the members of its governing board.Assist the TCCREF Board Chair, the College President, and the Vice President for Administration/Chief Financial Officer with various projects and other tasks as requested.

Significant combined experience in real estate development, finance, and project management, including:experience with urban planning, mixed-use development, and/or P3 projects;experience with zoning, permitting, land planning, architecture, and construction;strong experience with project management duties including project implementation from conception to completion; andexperience with âœmarket drivenâ residential, retail, and commercial real estate development projects;experience in negotiating complex real estate transactions.Experience in development of âœbrownfieldâ property is preferred.Proven ability to work well independently and as a member of a team environment.Proven ability to manage and lead project teams, including the ability to manage and prioritize multiple projects.Demonstrated track record of setting and achieving goals.Energy, enthusiasm, and confidence in representing the college and Tidewater Community College Real Estate Foundation.Strong writing, mathematics, analytical, and communication skills; excellent organizational and interpersonal skills and attention to detail.Computer skills to include word processing, spreadsheet, project management, presentation, and e-mail applications.Masterâ™s Degree from a regionally accredited college or university in Real Estate, Business, Engineering, Architecture, Planning, Finance or closely related field. |
