This key role reporting directly to the CTO is responsible for defining and enabling the enterprise, operational, and cultural components that will drive our global Agile transformation. This position will use top-down and bottom-up cultural transformation approaches to define, effect, and report on measurable, positive, sustainable change. Calling upon their experience and expertise, they will help define and build S&P Global Rating's global Agile transformation strategies, and then work with all levels of the organization to affect positive, sustainable change. They will balance agility with the need for formal risk management approaches through formal processes, whilst applying empirical continuous improvement to meet the control needs of our business and global regulatory partners.
As a natural servant leader, they will develop and support a learning organization model through coaching, training, and mentorship. Embody and enable an agile culture, foster Communities of Practice, provide community engagement opportunities, and offer career development guidance. Experience in metric-driven delivery, and lean methodologies, will be required to build the best-in-class delivery assurance required at the enterprise level. This role will require close collaboration with peers to drive the implementation of the overall delivery transformation strategy. This person will also implement and support productivity tools to measurably improve program delivery results. This leadership role will require an individual who can effectively influence change, with a proven track record of delivery and large-scale change. The individual in this role must be a quick learner with the ability to integrate constantly changing dynamics into an evolving enterprise methodology and delivery practice. The Global Head Agile PMO, must combine strong delivery and lean process experience, and a proven track record of transforming large scale delivery from traditional methodologies to agile and beyond. Accountable for the APMO team with two primary remits; Agile Transformation, and Lean Governance
Accountable for the Technology organizations strategic transformation to a post Agile (leveraging Kanban), DevOps Flow model
Accountable to build and maintain the agile-at-scale competency and talent strategy at the enterprise level
Accountable for the company's software delivery methodology and processes
Effective communicator, able to message the company's standard software development methodology and processes to the enterprise
Build collaborative engagements with stakeholders across the enterprise at every level
Close collaboration with delivery teams and organizations to support alignment of current processes to actual in-the-field delivery definitions and processes
Evolve and continually improve the software delivery practices, integrating waterfall, iterative, and agile delivery models into one, cohesive delivery strategy to best meet the evolving business needs
Lead large scale change initiative to adopt a best-in-class delivery methodology
Engage the organization to ensure continual feedback and identify emerging methodology and alignment needs
Assess adoption processes, using metrics and reporting
Ongoing collaboration with enterprise knowledge and learning resources to evolve effective training on the software development processes, methodologies, artifacts, and tools
Indirect oversight of agile delivery team members (Scrum Masters)
Direct oversight of methodology team (Agile Coaches, Process Management)
Acts as the "Chief Scrum Master" for the organization
Managing and optimizing the flow of value through the organization
Fostering collaboration between teams and system-level stakeholders
Tracking and communicating key organization execution metrics
Escalating and tracking of organization impediments
Facilitate relentless improvement for the organization
Applies a pragmatic risk management stance to design and rollout processes and controls to meet technology needs
Support Scrum Masters in resolving system-wide impediments and problems
Mentor and coach Technology Leadership and Scrum Masters in the program
Ensure alignment to the cross-departmental roadmaps, create a collective plan to manage dependencies
Participate in Portfolio and Program Management process improvement
Create a strong focus on measuring the impact of the work being delivered
Ensure that the organization has right level of visibility to current and upcoming work
Escalate urgent issues appropriately and drive them to resolution in a timely manner
Uncover root causes to prevent future issues.
Drive strategic cross-functional planning, including dependency identifications and resourcing plan, by partnering closely with the organization
Share your Agile, Lean and program management knowledge with product and engineering leadership teams.

Strong ability to communicate the value of iterative development to a broad range of stakeholders both within technology and broadly across the enterprise
Strong business acumen
Strong knowledge of Agile and Scrum theory, practices, and rules, with the attitude of a student
Experience with driving operational process re-engineering efforts
Understand other engineering processes and methodologies and can speak intelligently about them and leverage other techniques to provide value to a team/enterprise
Understand fundamentals of software development processes and procedures in an agile development environment
Understand the balance of lean agility and formal risk management control structures
Understand the implications of working in a highly regulated global financial service area
Certified Coaching experience is a plus - ICF-CPP
Kanban (KCP, AKT, TKP, Kanban-EXP)
Scaled Agile Framework Certification (SAFe - SA or SAFe - SPC)
Other Certifications: LeSS, CSP, CSPO, PMP, ACP

S&P Global states that the anticipated base salary range for this position is $148,200 to $338,600 . Base salary ranges may vary by geographic location. In addition to base compensation, this role is eligible for an annual incentive plan. This role is eligible to receive additional S&P Global benefits.
