We are currently seeking a high calibre professional to join our team as a Senior Operation Manager, USD Settlement Institution. Principal Responsibilities - Managing day to day operations of the USD SI Operation team
- Ensuring the stability of the USD Clearing System in HK through close collaboration with HKMA, HKICL and internal departments
- Reviewing and processing membership application to the System and consult HKMA, FIG and Compliance if necessary
- Monitoring overall market exposure and liquidity position to avoid any system damage
- Ensuring industry compliance with throughput performance standard and urge the prompt settlement of payments without gridlock
- Providing professional clearing and settlement service to Direct Participants ("DPs") including monitoring HKICL service to DPs in terms of system maintenance and its response to DPs' queries on clearing service; providing DPs with accurate settlement information; advising DPs on best utilising System functions to suit their business needs; assisting DPs in establishing adequate contingency measure to ensure continuous clearing service in case of any system failure and market disruption
- Coordinating and working with DPs to resolve any liquidity issues
- Preparing and executing effective contingency plans to limit the consequences of operational failure
- Reviewing and identifying potential risks posed by the design and operation of the System and to take steps to eliminate or control them, and implement necessary procedures to comply with new regulatory requirement and practices to avoid any adverse implications on the Bank
- Performing annual review and publishing of "Principles for Financial Market Infrastructures Disclosure Framework for USD CHATS"
- Cooperating with the HKMA and HKICL on new system implementation and crisis management
- Complying with HSBC internal control standards, implement and comply with Group Compliance Policy, including the timely implementation of recommendations made by internal/external auditors and external regulators
- Providing quality management information to Senior Management, and to the HKMA as required
- Performing cost planning and control to ensure operating costs are under budget
Requirements - A broad knowledge of the banking business preferably with Treasury knowledge with at least 8 years' experience on relevant exposure in handling payments and clearing operations in a major financial institution
- Good knowledge of HKMA payment systems and RTGS operations
- A good understanding of Clearing and Settlement Systems Ordinance, the Rules, HKAB Regulations and all relevant banking law Industry
- A minimum of 6 years' experience in managing banking business and staff management
- Excellent interpersonal and communication skills, proficiency in spoken and written English and Chinese
- Proven ability and experience of working in a high-pressure, fast paced environment where bold, time critical decision making is essential
