As a Global Systemically Important Bank and a Domestic Systemically Important Bank in various jurisdictions, Citi must comply with regulatory requirements and expectations related to sound data management practices such as, but not limited to, the Office of the Comptroller of the Currency (OCC) Heightened Standards (12 CFR Part 30, Principles for Effective Risk Data Aggregation and Reporting (Basel Committee on Banking Supervision (BCBS 239)), Anti-Money Laundering (AML) and other applicable regulatory guidance.

Citi's Data Strategy is focused on building a business data architecture, a Data Quality framework and a systems infrastructure that generate accurate, complete, and timely information in the form of Key Reports (risk, financial, regulatory and management reports) to enable decisions during business-as-usual operations and ad hoc analysis in times of stress.

Having good quality data enables us to drive our business and, more importantly, deliver the best for our clients. To support this need, Citi has launched the Data Quality Program to enhance Citi's approach to Data ownership, culture, quality and architecture and implement Citi's strategy for Data Architecture and System Infrastructure.

Refreshed annually, the Citi Data Management Policy (CDMP) underwent a major change to support the Data Quality Program, representing the implementation of Citi's data strategy for risk management and regulatory and financial information, meeting Management and Board expectations for supervisory standards. It sets the framework to improve the data architecture, data quality framework, and systems infrastructure to generate accurate, complete, and timely information and reports.

As part of the new operating model with new roles and responsibilities introduced in the CDMP, the Regional Consumer Data Provider function is a strategic role that serves as a Business Owner for applications designated as an Authorized Distribution Source and is responsible driving and ensuring adherence to Authorized Distribution Source requirements, including understanding consumption requirements, providing data to consumers and ensuring comprehensiveness (including timeliness) of inbound and outbound data, across the multi-jurisdictional regulatory complexities with a high level of standardization across 17 countries in Asia and EMEA Consumer.

This is a people manager role that reports to the Asia/ EMEA Regional AML/FATCA Controls CBORC (Consumer Business Operational Risk and Control) Head.

Job Purpose

The Regional Consumer Data Provider is responsible for understanding ongoing consumption requirements and confirming quality of data sourced into and providing data to downstream consumers from Authoritative Provisioning Point (APP). At a regional level, the incumbent will drive adherence to Authoritative Provisioning Point requirements (e.g., ensuring that proper preventive and detective Data Quality controls are implemented in the Authoritative Provisioning Points) and ensure completeness, accuracy, timeliness, and granularity of inbound and outbound Data Sources. The individual will also play a key role in the coordination of data sourcing and quality with relevant Business Process Owners.

This is a high visibility role requiring extensive interaction with Business Heads, CBORC teams and cross functional partners (including IT Application Owners, IT Support team, Global Function Process Owners, Global Function-aligned Data Stewards, O&T, Data & Analytics, Decision Management, Compliance, Independent Risk Management, Finance, Operational Risk Management, Internal Audit, Chief Data Office, etc) at Global, Region and Country teams spanning across 17 countries in Asia and EMEA region to ensure effective management oversight of Data Quality Program, and managing the country resources to drive focus, execution and delivery to implement Citi's Data Strategy for risk management and regulatory and financial information, meeting Management and Board expectations for supervisory standards.

A shortlist of the key Data Provider activities include:
  • Work with the support team on Authoritative Provisioning Point (APP) operations, Data Quality in the APP, data demand / consumption requirements, and open Data Quality exceptions / issues
  • Oversee provision of quality data from upstream data sources into the APP and from the APP to downstream consumers
  • Perform Data Quality checks to ensure safe, accurate, and controlled sourcing, transport, access and storage of data within their APPs
  • Coordinate with Global Function Process Owners, Global Function-aligned Data Stewards, and reporting roles to understand consumption requirements and ensure they are being completely fulfilled in a timely manner
  • Review and analyse manual adjustments postings to data where required; register routine and systemic adjustments as Issue Management & Resolution (IMRs)
  • Lead implementation of demonstrable controls to identify, document and resolve weaknesses in the Systems of Origin, Systems of Record and APPs
  • Review implementation, maintenance, and functionality of Data Quality controls (i.e., preventive and detective) in the APP with support from Data Custodian
  • Review requirements and verify controls are in accordance with the Trusted Sources Methodology, with support from Data Stewards and Data Custodians
  • Review changes to Critical Data Elements (CDEs) and Corporate CDEs with support from Data Stewards and Business Architects by Data Domain, and assess impact on the APP
  • Work with Business Process Owners and Data Stewards on potential process enhancements


Key Responsibilities:

Business Owner for Authoritative Provisioning Point
  • Work with the support team on Authoritative Provisioning Point (APP) operations, Data Quality in the APP, data demand / consumption requirements, and open Data Quality exceptions / issues
  • Oversee provision of quality data from upstream data sources into the APP and from the APP to downstream consumers
  • Perform Data Quality checks to ensure safe, accurate, and controlled sourcing, transport, access and storage of data within their APPs
  • Coordinate with Global Function Process Owners, Global Function-aligned Data Stewards, and reporting roles to understand consumption requirements and ensure they are being completely fulfilled in a timely manner
  • Review and analyse manual adjustments postings to data where required; register routine and systemic adjustments as Issue Management & Resolution (IMRs)
  • Lead implementation of demonstrable controls to identify, document and resolve weaknesses in the Systems of Origin, Systems of Record and APPs

  • Work with Report Owners, Report Preparers, Process Owners, and other stakeholders to address the root cause of Data Quality issues identified during the report preparation process
  • Collaborate with Report Preparer and Data Stewards to identify Authoritative Provisioning Points.
  • Work with Report Preparers, Business Architect by Data Domain, and Data Custodians to address Data Quality issues, as appropriate.


Drive Compliance with BCBS (Basel Committee on Banking Supervision) 239 Standard for effective Risk Data Aggregation and Risk Reporting
  • Implement compensating controls to address Risk Data Aggregation needs during crisis scenarios.
  • Maintain and review evidence of logs of ad-hoc data requests, logs of request and fulfilment times to identify any weakness (e.g. system inability to respond to ad hoc requests)
  • Log the proposals for remediation actions and opportunities for improvement to address the identified weaknesses and drive the remediation efforts through a formal change request
  • Maintain and present evidence of controls to the Regional BCBS 239 Steering Committee for review

Implement Metadata Standard
  • Review requirements and verify controls are in accordance with the Trusted Sources Methodology, with support from Data Stewards and Data Custodians
  • Review the changes to data lineage in partnership with Data Steward to determine if the proposed change(s) will have any adverse consequences and check that rules are adhered to (such as mandatory fields being populated, any other rules and restrictions are adhered to, etc.)

Data Governance
  • Change Management (Data Governance Model) - Collaborate with Data Custodian, Process Owners and Technology to fully execute required change management procedures
  • Data Stewardship Model - Data Stewardship is defined as the set of accountabilities and responsibilities that enable confirmation that data is 'Fit for Purpose' across the First Line of Defense, with the focus of reducing data-related risks and issues, understand how data can add more value and managing data quality. Engage with other stakeholders, such as Data Custodians, Data Steward, and Process Owners, for ongoing alignment on data-related decisions


Knowledge/Experience/Technical/ Personal skills:

  • University graduate with at least 10 years of experience with strong strategic and analytical skills
  • Experience owning an application, including managing budget, determining required enhancements, and leading teams of Business, Operations and IT support staff
  • Ability to understand the purpose of their APP in the broader context of the organization and how data from their APP maps to downstream processes, including how Data Quality issues in the APP will impact these processes
  • Ability to understand the data being fed into the application from upstream processes, including how Data Quality issues in these processes will impact data in the APP
  • Demonstrated understanding of both business and IT terminologies, and experience communicating business requirements to IT professionals
  • Experience liaising with IT Application Owners regarding application enhancements, data quality, data transformations, and data transfers
  • Experience driving change initiatives, application enhancements and process improvements
  • Experience performing Data Quality checks
  • Ability to understand new and ongoing consumption requirements for their APPs
  • Experience provisioning data to downstream consumers through both automated and manual mechanisms (e.g., data subscriptions, file transfers, etc.)
  • Experience implementing and monitoring performance of Data Quality rules and controls (i.e., preventive and detective) in applications
  • Experience managing technical requirements of applications, including data storage, data quality and data transfers
  • Demonstrated understanding of IT constraints and an ability to communicate them to business stakeholders
  • Strong stakeholder management skills (e.g. written and verbal communication, influencing and negotiation)
  • Excellent quantitative, analytical and problem solving skills with attention to details
  • Ability to work independently, interface and execute with a sense of urgency and deliver tasks effectively
  • Proactive, self-motivated and proven ability to use own initiative and judgment and take lead to work with internal and external clients in a positive manner and help deliver solutions that benefit the business
