NFRM seek to help proactively and predictively handle risk through the following:
Deepening collaboration and connectivity between risk and control frameworks and data and analytics capabilities, creating joint intelligence to more effectively monitor risk developments
Proactively engage with the first line of defense
Be the intersection of non-financial risk data across the bank; and
Deliver a data-enabled, global read-across capability demonstrating analytical tools.
Non-Financial Risk establishes and maintains appropriate risk management methods for front office risks on a divisional and entity basis, including risk measurement, monitoring, and limit setting. Non-Financial Risk acts as the second line of defense and provides an independent view on risk management methodologies, practices and assumptions applied in identifying and determining risks. Our team has an opportunity for a Head APAC Division and Region, based in Hong Kong or Singapore. Act as a single point of contact for the Group CRO and other Group CRO fields to ensure risk policies and governance are consistently applied. Report directly to the Global Head of NFRM with an additional reporting line into the APAC CRO. Key responsibilities
Acting in the capacity of divisional head for the APAC division & regional in relation to operational risk, reputational risk, regulatory risk and fiduciary risk.
Working with senior management and the APAC Board of Directors / Risk Committee regarding regulated entities and branches to maintain, further define and develop the risk management framework, ensuring it suits the purpose
Chairing senior management committees pertaining to APAC Non-Financial Risks and membership of divisional/APAC entity risk management committees.
Being the primary POC for the regulators with regard to Non-Financial Risk Management in the APAC region as well as the APAC divisions.
Maintaining the efficiency, monitoring and reporting of controls against performance of the framework, as directly related to risk governance, processes, risk appetite, roles and responsibilities and measurement processes for management of risk
Further improve the business line and divisional risk coverage, in conjunction with driving risk appetite, limit setting and monitoring
Maintaining and refining effective risk governance processes at the executive level to coordinate risk management for APAC
Maintaining and ensuring stature and practices are fit for purpose with regards to both business and regulatory requirements.
Defining risk reporting information requirements and make sure that data delivered is accurate as well as in compliance with BCBS 239.
Devising and disseminating risk policy.
Dedicated to promoting and strengthening the best methods for risk management.
Assisting the Board in framing the risk appetite statement and set risk limits.
Advising the business on whether the risks inherent in its business strategy are consistent with its risk appetite and tolerance and in line with the Group's strategy.
Supervising and assessing risks undertaken by the business. Seek to provide expert mentorship to the business to help drive ownership and management of their risk profile
Understanding all regulatory requirements and seek to ensure that the entity is aligned with these rules. Ensure risk policy is appropriate, including operational risk modelling approaches.
Maintain and refine standards for the risk infrastructure that supports the APAC entities
Coordinating programs to improve the risk processes and infrastructure and to remediate issues, whether identified internally and/or by regulators on a timely basis.

15 to 20+ years of financial services experience, including working in CRO or front office of an investment bank, a consultancy firm or as a regulator. Previous work experience in operational risk is preferable, including a strong background with respect to cyber/technology risk, vendor/third party risk as well as emerging risks. Solid background in, regulatory risk, fiduciary risk and reputational risk is beneficial.
Outstanding knowledge of APAC operational risk management practices, including regulations in the areas of risk management, stress testing and capital adequacy and equally deep knowledge of Basel rules. Strong desire to get into the detail of methodologies and the rules, including the ability to balance the needs of the business with those of the regulator, with focus on the "spirit" of doing what is right.
Outstanding problem solving, written and verbal communication skills, including an ability to present and provide clear, comprehensive input and business cases to senior management, the Board, and Risk Committees as well as to regulators and being able to "make the complex simple".
Ability to challenge the front office in order to ensure maintenance of risk appetite, limit and tolerance levels, and driving remediation efforts where required. Strong presentation skills, both internally within the organization and externally representing and presenting the organization at industry conferences, roundtables, etc
Track record of industry leadership along with organizational development and execution. Proven managerial skills, including people management, setting objectives, motivating employees, and prioritizing tasks, while also adapting and being flexible in the management and delivery of challenging priorities.
Ability to work well within a matrix organization, including utilization of skills and resources that do not directly report into the role as well as good network in industry associations and to supervisors is preferable, both locally and globally.
