The EIB, the European Union's bank, is seeking to recruit for its Finance Directorate (FI) - Coordination (COOR) - Business Processes, Partnerships and Control Unit (PPC) at its headquarters in Luxembourg, a Business Processes Analyst. This is a full-time, temporary position at grade 4/5. The term of this contract will be 1 years; as this is a temporary replacement assignment, no extension or conversion of the contract is foreseen. Panel interviews are anticipated for April 2020.
Purpose As Business Processes Analyst (internally referred to as (Associate) Officer/ Analyst), in close co-operation with the FI Coordination (FI/COOR) team members, you will support the FI Departments, ensuring that the Finance Directorate contributes to the achievement of the objectives assigned. You will coordinate within the Finance Directorate the implementation of process and controls documentation by proactively advising services and initiate and manage new projects in order to minimise the operational and reputational risks for the Bank and ensure the effective and efficient achievement of institutional objectives.
Operating Network You will report and work under the supervision of the Head of Unit, and you will work in close collaboration with all members of the Division, which is structured into two Units. You will also work directly with other departments of the Directorate. The Coordination and Financial Policy Division provides administrative, personnel, facilities, internal reporting, planning budgeting, process and control services and support to the whole FI Directorates accounting for all staff members.
Establish and maintain the activities architecture and process documentation related to FI activities in a dedicated business-modelling tool.
Coordinate with other directorates the alignment of the cross-directorates processes.
Support the service in the documentation of the procedures and ensure alignment with the FI procedure documentation methodology.
Update the Internal Control Framework for all FI departments and relevant mandates including the identification and maintenance of relevant Key Controls.
Initiate and implement new projects to improve efficiency and minimise operational risk projects in the domain of FI related process and controls (with or without the involvement of external consultants).
Establish ongoing successful relationships with current and wider team across the division to ensure skills are optimised to provide a high quality of service across the Finance Diractorate.
Assist the Directorate in event of internal and external audits, operational risk incidents and ICF update.
Representation, whenever required, of FI in inter-directorate working groups in the domains related to processes and controls documentation.
Providing support in the Co-ordination of the second level control of the coherence, the conformity and the application of the procedures of the Direction with the Bank's guidelines, rules and procedures as well as with the norms of the regulatory bodies.
University Degree in Finance, Economics, Engineering, Accounting or other related field.
At least 3 years professional experience in a banking, EU institutions, auditing/consulting sector, with a proven experience in process modelling.
Experience in business process analysis/improvements
Experience in Flow-charting using standard modelling notation(BPMN) and business modelling tools (like System Architect, ARIS, Mega, Visio) would be considered as an advantage.
Knowledge of IT tools would be an advantage (Data warehouse, Access, Excel, Visual Basic).
Good understanding of auditing, internal control systems in Banking organisation
Fluency in English. Ability to work in French or other EU languages will be considered as an advantage.
