The Role Responsibilities
Supervising and coordinating all related processes where the Enterprise Risk Management team is identified as process owner across the Singapore Country and ASEAN region
Continuously improve the operational efficiency and effectiveness of risk management processes within Enterprise Risk Management team for the Singapore Country and ASEAN region
Ensure the AIRB status of Singapore and ASEAN is upheld from a MAS perspective; escalate all material issues to the Board and Senior Management to ensure transparency and resolution
People and Talent
Lead, develop, and build an effective and impactful regional Enterprise Risk Management team within the Singapore Country and ASEAN region
Ensure the provision of ongoing training and people development of the Enterprise Risk Management Team.
Risk Management Responsible in Enterprise Risk Management implementation of the Bank in ASEAN region, including:
Led Enterprise Risk Management initiatives' in Singapore and ASEAN
Support the Chief Risk Officer ("CRO") in management of principle risk where CRO is assigned as the Risk Framework Owner, including:
Country Risk Management (including adoption of Risk Type Framework ("RTF"), Policies, managing country risk limits - setting local limits per regulatory expectation, monitoring utilization, attendance of relevant country / regional committees / forums), monitoring key geopolitical activities affecting country risk, risk appetite and risk mandate
Reputation Risk Management (including adoption of RTF, Policies, monitoring reputational risk cases, monitor external events attendance of relevant country / regional committees / forums)
Strategic Risk Management (including design of new RTF and monitoring process to effectively handle strategic risk management of the Bank
Country rollout, integration and upkeep of key regulatory expectations: BCBS 239, IFRS 9, MAS 656...
Governance Governance for the Risk Function, including
oversight of Risk Governance activities within the function
ensure various risk teams fulfil their responsibility as risk type framework owners on specific laws and regulations assigned
Compliance with Singapore regulatory requirements such as Large Exposure, risk models etc...
Secretary of Executive Risk Committee (both in country and region)
Prepare Board Risk Committee papers for the Risk Function
Preparation of Risk papers (ERC, Exco, Board Risk Committee, Board)
Preparation and review of rating agency pack, input to risk governance, country risk and reputational risk areas for stress testing and financial statements
Support ad-hoc projects as required
Oversee Risk Monitoring activities including Large Exposure, Country Risk etc...
Involvement in regulatory engagements for the Risk Function with the MAS, including:
Contact point by the MAS on risk related matters
Support the risk function in handling of MAS questions and examination as appropriate
Consolidating the communication by the Risk Function with the MAS
Represent Singapore risk team in the appropriate Basel, data standards, IFRS working groups / forums
Distribution of the relevant laws and regulations assigned to the Risk Function to respective parties
Drive coordination and management of key in-country projects, risk deliverables including timely escalations to appropriate forums
Regulatory & Business Conduct
Support the CCRO in the MAS CRAFT & other regulatory adhoc projects
Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.
Lead the Regional Enterprise Risk Management team to achieve the outcomes set out in the Bank's Conduct Principles
Act as main point of contact for internal and external stakeholders (including the MAS and other regulators in the ASEAN region) on all matters regarding Enterprise Risk Management and Risk Governance in ASEAN
Maintain a good understanding of the requirements of key local regulations
Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters.
Act as main point of contact for internal and external stakeholders regarding Enterprise Risk Management and Risk Governance matters

Strong understanding of Governance activities and requirements of Enterprise Risk Management

Understands complex interactions between economic and operational factors and their resulting impact to product, business line and financial results and position of the Bank;
Strong written and verbal communication skills including the ability to effectively communicate and collaborate with various cross functional teams at all levels. Confidence in communication with senior management and in senior committees
Understanding of regulatory requirements and expectation
Demonstrated ability for problem solving, working independently and attention to detail; Ability to use discretion and independent judgments. Ability to understand impacts of adverse economic and market scenarios;
Ability to facilitate discussions and conduct working group meetings
Dedicated to information integrity and to producing high quality and insightful output and hitting deadlines where applicable; and
Ability to manage multiple tasks successfully and efficiently in a fast paced, regulatory driven environment.
Experience with implementation of Basel standards and the implications thereof the issues relating to regulatory
compliance and financial reporting, and how these issues translate into requirements for management information
Experience with communicating with relevant external stakeholders, such as the MAS
Experience & Qualifications
Educated to degree level;
Broad experience in Banking industry with minimum 10 years experience in risk governance / risk management;
Knowledge and understanding of regulatory requirements, namely those from the MAS, PRA and Basel
Prior experience in Risk/Compliance/Audit/Governance, and
Excellent written and spoken English
