The Role Responsibilities
The role is based in Singapore and required to provide analytical compliance financial crimes advice and support in relation to transaction banking products, with a main focus Conduct and Conflict of Interest (COI). This would also involve coordination, identification, analysis, tracking and presentation of conduct, compliance and financial crime risks, issues, incidents, breaches, inspections, regulatory and industry development, deliverables, initiatives and compliance risk assessments) impacting Transaction Banking (TB) business globally with the assistance of designated TB Global, Regional and Country CFCC Officers to both CFCC and TB Management (as relevant). Assist Global CFCC Advisory Head of TB in formulating and implementing an effective CFCC framework and oversight of the Conduct agenda for TB.
Assist Global CFCC Advisory Head of TB in providing CFCC advice to the relevant functions (both 1st line and 2nd line) in relation to Conduct.
Assist Global CFCC Advisory Head of TB in formulating and implementing an effective CFCC framework and oversight of the Conflict of Interest agenda for TB.
Assist Global CFCC Advisory Head of TB in providing CFCC advice to the relevant functions (both 1st line and 2nd line) in relation to Conflict of Interest.
Assist Global CFCC Advisory Head of primarily on Trade, Securities Services products, and potentially on Cash products, in providing value-add CFCC advice to the relevant functions (both 1st line and 2nd line), including exercising sound judgement in making decisions and/or proposing recommendations.
Engage in the impact analysis of new / changes to relevant industry best practice, regulatory expectations and requirements, and CFCC owned policies and procedures that are embedded within the TB business with the assistance of designated TB Global, Regional and Country Compliance Officers (as relevant).
Assist and/or represent TB CFCC Advisory for other ad-hoc projects and initiatives and provide advisory support across TB products (where relevant).
Analytical & Reporting
Assist Global CFCC Advisory Head of respective TB products in identifying, analysis and tracking of compliance and regulatory issues, breaches and developments obtained from Group Compliance Reporting team and various sources which impact TB business globally.
Liaise with TB Regional, Country CFCC and Group CFCC Reporting team to ensure availability of relevant, accurate and timely escalation of incidents, issues, breaches and regulatory developments in relation to TB, Conduct and COI.
Preparation of high quality CFCC report/dasboard to TB and CFCC management team, relevant governance committees and other control related forums. This also include highlighting risk patterns and trends and developing the associated commentary.
Continually focus in improving the effectiveness and timeliness of the escalation of CFCC and regulatory issues, development and deliverables.
CFCC Risk Assessment & Review
Assist in the completion of the CFCC Risk Assessments for TB business with TB Global Head of CFCC Advisory and the respective TB Global Compliance Officers, including engagement of the relevant functions (as applicable) and analysis of the CFCC Risk Assessments results to facilitate review and sign off by the relevant approving authorities.
Review and support the applicability of the operational risk framework for potential failures on risks owned by CFCC.
Assist in or lead the conduct of thematic CFCC review and monitoring (as relevant).
Builds and maintains relationships with relevant stakeholders in the relevant functions (both 1st line and 2nd line)
Endeavours to keep all relationships on a strong professional and collegial footing.
Endeavours to take a holistic approach to the management of risk - e.g. the CFCC issue may not be the most pressing risk issue.
Our Ideal Candidate
Has good in-depth knowledge and understanding of CFCC and the related laws, regulations and industry best practice.
Has a relatively in-depth knowledge and understanding from a CFCC perspective, across the region that are related to TB products, primarily on Trade and/or Securities Services products.
Core knowledge in risk identification, risk assessment, controls development, training, monitoring and reporting.
Core experience, shown by demonstrable achievements in the above areas.
Good understanding of the fundamental banking regulations and exchange control regulations.
Strong ability to analyse relevant laws and regulations and co-relate regulatory issues to products and business models.
Strong ability to identify and articulate compliance and financial crimes issues/risks, including trend analysis and horizon risks.
Strong problem solving and solution finding skills.
Communications and client management skills
Core presentation skills - one-to-one, small group, large group (including senior leaders).
Core teamwork skills.
Strong ability to ensure that relevant stakeholders receive relevant and timely information on developments in CFCC or in the business, with the priority on ensuring "no surprises".
