To primarily design and coordinates the delivery of mandates, ensuring 3rd party funds management within OPS are managed effectively and in line with existing practice and procedures. You will ensure integration in a coherent mandate management framework along consistent lines with other mandates/initiatives and cover all stages of the mandate lifecycle. You will act as Central Operations Directorate's interface for mandate specific policy tasks as well as provide and oversees support to officers for mandate-specific taskssummary/post description
Specific Post Environment
The remit of the Mandate Management Department includes the facilitation of consistency in mandate development and life-cycle management processes, for both new and existing mandates, and the provision of high value added to operational Departments, Senior Management and to other Directorates implicated by expected growth in mandate activity, notably via enhanced support with respect to governance issues. Initially, this also comprises the proposal and development of appropriate tools, methodologies, policies and procedures, covering the mandate lifecycle, thereby promoting a collaborative and constructive approach and developing synergies across mandates.
As (Associate) Mandate Officer, internally referred to as (Associate) Officer/Analyst, you will work in close co-operation with the other members of the Department and other DFI geo Units. You will regularly cooperates with other Services of the EIB Group working on DFI-related activities.
Develop and communicate best practises and common views on the best use for the ESI Funds from a mandate's perspective including the combination with other mandate resources (notably EFSI);
Strengthen inter institutional links, information exchange and relationships for mandate development and implementation with the Commission's Directorate-General for Regional and Urban Policy (DG REGIO) and the European Investment Fund (EIF). Improve EIB internal coordination and knowledge management between Advisory Services Department (ASD) and OPS Geographical teams (OPS GEOs).
Enhance efficiency in DFI mandate management activities by standardizing and centralizing certain activities in order to free up resources for business development;
Reinforce coordination of marketing activities as well as DFI product development.
Develop Ops synergies for the DFI business notably in terms of operations, COP objectives and the development of a joint strategy and a coherent product offering to clients. Transfer suitable tasks as appropriate and successively from OPS geographical teams to OPS MM in order to improve economies of scale and reduce operational risks.
Contribute to development of mandate policies for own area.
Portfolio Management: evaluate possibilities of the development/extension fits with the Bank's mission
Contribute to development of the operational plan and business planning for own area.
As responsible officer, implement the different aspect of the mandate and integrate in the existing activities of the Bank and -if required- develop new ones.
Ensure timely and correct preparation of (financial) analysis and reporting on the loans and mandate funds, in line with the mandate regulations, to provide insight in the performance and correct allocation of the managed funds.
Ensure and deliver a proper termination, evaluation and final reporting about the mandate to all stakeholders involved.
Proactively promote the mandate internally and externally to increase awareness about the mandate and its objectives among the relevant stakeholders.
Ensure loan officers have all the relevant information about the mandate.
Manage projects, according to the agreed project plan, ensuring timely and high-quality delivery of the projects. Ensure agreed project deliverables and outcomes are met.
Manage relationships with external capital providers and mandate representatives and other stakeholders to promote the objectives of the mandate and the interests of EIB.
University degree, ideally in Finance/Economics/Legal or any related subject
At least 3 years of relevant professional experience, preferably gained in an financial institution or international organisation
Very good knowledge of IT tools, excel, power point, etc.
Very good presentation and writing skills, ability to summarise and present documents and other presentations
Familiarity with EIB Group, mandates or lending operations would be an advantage
Excellent knowledge of English and a good knowledge of French(*), Knowledge of other EU languages would be an advantage.
