The Compl AML Core Officer is a strategic professional who stays abreast of developments within own field and contributes to directional strategy by considering their application in own job and the business. Recognized technical authority for an area within the business. Requires basic commercial awareness. This role is responsible for enhanced due diligence processes for Citi's highest risk clients. Their activities include transaction analysis of high-risk client accounts to gather an understanding of the client profile usage, and development of comprehensive questionnaires to address findings of the transaction analysis. In addition the analyst serves as a key AML contact for the TTS businesses for Foreign Correspondent Banks (FCB) and is primarily responsible for ensuring the timely and effective review, management, identification and escalation (where required) of AML risk as related to our FCB client's AML Programs, controls and activity. Developed communication and diplomacy skills are required in order to guide, influence and convince others, in particular colleagues in other areas and occasional external customers. Significant impact on the area through complex deliverables. Provides advice and counsel related to the technology or operations of the business. Work impacts an entire area, which eventually affects the overall performance and effectiveness of the sub-function/job family.
Complete Level 2 reviews of the Periodic Transaction Review Report, which includes identifying unusual/suspicious Red Flags, Validating Negative Media, and Analyzing High-risk activity flows (Third Party Nesting and High-risk Client types).
Review of the FCBs AML Program controls and identification of any concerns or weaknesses that may expose Citi to an unacceptable level of AML risk.
Determination of the appropriate means of communication (e.g. email, phone call, site visit if possible, etc.) with clients depending on the results of the initial review. Direct interaction and communication with FCB clients at senior management level will be required.
Compilation and / or provision of relevant information updates and periodic assessment results (where relevant) to the Global and Regional Correspondent Banking Oversight Committee (CBOC) on AML controls and specific risk factors of existing and future clients, providing recommendations on how to mitigate any issues including follow-up communication with clients, sending advisory letters or relationship exit.
Effective and efficient management and tracking of existing CBOC SE escalation cases and instances where new escalation to CBOC SE is required.
Full ownership of this process from start to finish is expected, including coordination of client interactions, follow up for client responses, acquisition of required information from internal stakeholders, etc.
Provision of guidance and advisement (where appropriate) on due diligence and Know Your Customer (KYC) checks conducted on FCB relationships ensuring that such is in line with relevant regulatory standards.
Expert guidance in an advisory capacity to approximately six analysts which will be a mixture of dedicated PTR analysts and dual-function PTR and AML Program assessment analysts.
Evaluate, enhance and implement best -in-class AML Compliance policies and practices.
Provide expert advice on AML Compliance policies to the AML/Financial Crime Support teams and the business.
Perform AML Compliance quality and testing, evaluate process deficiencies, analyze control measures, enhance reporting capabilities and recommend corrective actions while satisfying regulatory and audit commitments. Further, assess and identify emerging risks and recommend / drive program enhancements.
Evaluate and respond to escalated matters; further escalate unusual activity as needed. Advise senior management on next steps.
Create, develop and deliver relevant training to business and functional partners.

Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency.
6-10 years relevant experience
AML Certification preferred
Consistently demonstrates clear and concise written and verbal communication skills

Proficient in Excel and Word - ability to learn multiple system applications quickly
Chinese/Mandarin native proficiency is a requirement.
English proficiency is a requirement and the candidate must be able to listen, speak, read and write at an advanced level.
