The Role Responsibilities
This role is an additional headcount within the Information and Cyber Security, Transformation and Remediation Portfolio (ICS TRP), Portfolio Management Office (PMO) , and will report to the Strategic Head of PMO. The ICS TRP PMO is a team with members in Bangalore and Singapore who work closely together to deliver the team's objectives and responsibilities. There will be significant interaction with senior project and Group business stakeholders across multiple countries. To achieve this, excellent stakeholder management and communication skills are required. Ability to travel to Bangalore, and possibly other locations is required (between 5 and 20%).
The ICS TRP is a critical portfolio for the bank with significant oversight from the Board and regulators. It is likely the most comprehensive, single Cyber Security focussed portfolio in Asia. The portfolio brings together all material ICS improvement activities, prioritises ICS investments to maximise risk reduction and capability improvement, while meeting compliance obligations and minimising client impact. The scope of this portfolio covers a significant number of programs and projects across most area of the bank. The Portfolio provides a single end-to-end, bank wide view of investment and improvement activities with regular tracking and reporting.
The Portfolio Manager will work closely with the other members of the PMO team, providing support to the Strategic Head of PMO and the Portfolio Director as required on Portfolio Management related processes including ensuring compliance with the Project Governance Policy and the Portfolio Management Standards, and ensuring staff working in Programmes and Projects within the Portfolio are aware and comply.
The role also includes running extensive checks across all projects, setting portfolio standards, issuing useful detailed guidance, working with the Enterprise Portfolio Management Office (ePMO) to streamline processes for project managers, reviewing and approving new projects, project change requests and project closures, performing deep dives, and providing assistance to project managers where relevant. There are opportunities, based on performance, for taking on additional responsibilities and advancement within the portfolio and the Bank. The PMO is pivotal in establishing an efficient and effective operating rhythm across the Portfolio and responsible for the upkeep of Clarity data and Project Plans. The PMO will support the ICS TRP Portfolio Review Committee ("PRC") with the preparation of quality materials to enable tracking delivery of objectives plus effective decision making.
Maintain traceability of commitments made by the ICS TRP to the deliverables across Programmes which will achieve them, commitments include capability, coverage, risk, compliance and legal
Maximise the use and effectiveness of Clarity and automated reporting tools.
The PMO will maintain highly effective working relationships with Programmes and their PMOs across the portfolio, and Programmes outside of the portfolio where required. Ensure submissions to the ICS TRP committee (PED, Red packs, Closure Reports, Benefit Reports etc.) are of the right quality and are timely. He or she will also support the Strategic Head of PMO and Portfolio Director to:
Oversee that Programmes and Projects within the Portfolio comply with the Project Governance Policy, the Project Management Standards, the System Delivery Framework, and the ICS TRP Portfolio Management Plan
Ensure data in Clarity is accurate across the Portfolio and working with Programme and Project Managers to address data quality issues
Set the operating rhythm and supporting the Strategic Head of PMO with the training for PMOs across the Portfolio
Support the tracking of benefits against risk reduction targets, audit findings, regulatory requirements and monthly reporting to ICS TRP PRC
Implement and uphold Portfolio controls
Facilitate ICS TRP Working Groups where required
Ensure proper financial, cost, vendor and resource management
Upkeep of the Project Document Repository and project artefacts
Review programme / project reports to escalate risks, issues and delays, execution challenges and benefit realisation delays
Ensure regular engagement and communication across stakeholders on delivery plan and any potential red flags that may impact delivery
Prioritise the work to be done against capacity and capability of the team
Maintain strong stakeholder engagement
Escalate appropriately to ensure necessary decisions are made in a timely manner.
Provide support for the running of the ICS TRP PRC and other governance forums as appropriate
Ensure Programmes and Projects within the Portfolio are meeting standards per the PMS

Our Ideal Candidate
Proven project management and / or PMO and / or Portfolio Management experience in complex, multi-year projects / portfolios, including driving collaboration and participation, and both waterfall and agile methodologies
Ability to foster positive relationships with internal and external stakeholders at appropriate level ensuring open cooperative environment
Excellent stakeholder management, teamwork and communication skills
Strong critical and independent thinking and excellent English
Strong knowledge of Standard Chartered Bank and project management related businesses, markets and operations of and relevant policies, procedures, and processes and platforms / tools, especially Clarity
Understanding of the financial industry and CyberSecurity
SDLC and testing framework and artefacts
Skilled with MS Project
Skilled with data management and interrogation in MS Excel
