The EIB, the European Union's bank, is seeking to recruit for Secretariat General (SG), Advisory Services Department (AS) - Financial Instruments Advisory Division (FIA) a (Senior) Administrator . This is a full time temporary position at grade 1/2. The term of this contract will be until 31.12.2022, position linked to ESIF; Panel interviews are anticipated for beginning of/mid/end MONTH. .
Purpose The EIB is supporting the deployment of Financial Instruments using the European Structural and Investment Funds (ESIF) during the 2014 -2020 programming period. The Commission has mandated EIB, and the FIA division specifically, to set up and manage the fi-compass advisory platform - a bespoke advisory platform targeting public authorities managing the ESIF resources across the EU and potentially interested in setting up financial instruments with these funds. The FIA division also offers these ESIF authorities and other public bodies a range of bespoke advisory services to facilitate the design, set up and implementation of their specific FIs. The FIA division also provides advisory support for the establishment of investment platforms under the European Fund for Strategic Investments (EFSI), including combination of funding resources with ESIF, and working also to develop the capacity of National Promotional Banks/Institutions (NPBIs) to manage these instruments. To deliver on the above, the FIA division also has two units in its structure - one dedicated to supporting the fi-compass platform, and the other to provide bespoke/bilateral FI advisory services. Close cooperation will be required with Ops and EIF, in view of their responsibilities for FI mandate management and co-financing.
Operating Network The (Senior) Administrator (Internally referred to as (Senior) Administrative Assistant) will Support on a day to day basis the implementation of processes to assure the implementation of FIA operations, being in contact with different Directorates and external counterparts, supporting the future improvement of the process in place. S/he will report to the Head of FIA Division.
Provide editorial support in refining and controlling all outgoing documents in terms of language, grammar and content and/or ensure quality of documents requiring a Senior Manager's signature and/or approval;
Draft/finalise correspondence on various topics on behalf of manager, attend meetings and drafts minutes;
Support the team in the preparation of legal documentation, dispatch and archiving;
Independently respond to diverse inquiries and make decisions choosing among multiple courses of action according to set instructions or ensure allocation of enquiry to an appropriate individual to resolve the issue;
Assist in budget control processes (i.e. reconciliation of staff, consultancy and missions expenses, preparation of payments forecast, purchase orders and invoices);
Organise filing systems both electronic and on paper and ensure effective and accurate filing of all electronic and hard copy documents and other information for easy access and retrieval;
Manage telephone coverage and assist in the accurate preparation, finalisation and distribution of letters, notes, reports and diary scheduling and all other logistical requirements (e.g. travel) for the unit;
Serve as a primary point of contact for division or unit;
Provide administrative and logistical support for the organisation of internal and external events and liaise with external consultants and services providers to ensure smooth running of events;
Secondary level education, complemented with a 2-year certification in a relevant field (e.g. secretarial studies, business administration, customer service);
At least 3 years of relevant professional experience;
Excellent knowledge of standard MS Office Tools (Word, Excel, PowerPoint). Knowledge of database softwares (e.g. MS Access);
Excellent knowledge of English and/or French (*) and a good command of the other; knowledge of other languages would be an advantage.
