Head of Litigation & Regulatory Investigations for APAC

The General Counsel Function Group Manager is a senior management-level position responsible for accomplishing results through the management of a team or department to manage and direct day-to-day legal activities in coordination with the Legal team. The overall objective of this role is to provide legal support, advice and guidance across a broad range of practice areas.
Oversee managers and hold overall responsibility for team including staffing, coordination of resources, performance, compensation management, career development and personnel-related matters, as applicable
Oversee all legal activity for a discrete business, such as Consumer, Cards, Private Banking, Banking, Cap Mkts, or GTS for a region (EMEA, NAM, APAC, LATAM) or for an area of legal expertise, such as Litigation, Regulatory, HR, IP, Employment, etc.
Act as a strategic business partner and key advisor to key stakeholders
Set overall strategy, establishing direction for policy development and planning
Represent the firm both internally and externally with clients, government bodies or other organizations, in court, at depositions or at mediations, typically serving at the most senior level as part of the senior management team
Anticipate, evaluate and appropriately respond to developments in local and international environments impacting business policies and assist business to evolve to meet market place and client needs
Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards.
15+ years of experience
Experience in people management
Prior experience leading a team of lawyers
Comprehensive knowledge of local, state and federal laws and practices
Proven analytical and organizational skills
Consistently demonstrate clear and concise written and verbal communication
Bar license in good standing to practice law
Bachelor's degree/University degree or equivalent experience
Master's degree preferred
This role reports to the Deputy General Counsel, Global Head of Litigation and Regulatory Investigations. The Litigation and Regulatory Investigations department is a global function, organized by region. The Head of Litigation for APAC will be responsible for the prosecution and defense of litigation brought by or against the company in APAC jurisdictions; the management of regulatory investigations and the defense of enforcement actions; the collection and processing of documents, including electronically stored information, required for internal or external investigations, litigation, or regulatory actions; the conduct of internal investigations, including whistleblower and ethics-related investigations ; pre-litigation advice and issue solving; prosecuting recoveries claims; and, most importantly, collaboration with Citi's businesses, other control functions, and advisory lawyers within Citi Legal to ensure that potential issues identified through litigation, regulatory inquiry or otherwise are promptly investigated and, where appropriate, remediated. Specific responsibilities include:
Advising the General Counsel, Deputy General Counsel, APac Regional General Counsel, and senior management on litigation, risk and regulatory exposure in APac, including strategies for minimizing adverse litigation and regulatory outcomes and reducing Citi's prospective risk profile
Selecting, managing and coordinating outside counsel for litigation, arbitration and regulatory investigations
Interfacing with regulators on major APac enforcement matters as needed
Advising on alternative dispute resolution methods
Advising on recoveries, including those arising out of domestic and cross-border insolvencies
Making strategic decisions regarding legal arguments and positions taken in connection with contentious matters, as well as in regulatory matters
Working with and supporting Litigation and Regulatory Investigations department teams in other regions
Fostering working relationships with business units and business lawyers, balancing legal risks with business necessities
Oversight of all significant litigation and regulatory issues throughout APac, working closely with country franchises and country legal teams to manage and report on those issues
Fostering working relationships with other parts of Citi, including ICRM and CSIS
Working with Global Public affairs on related media strategies and communications
Partnering with and providing support to Citi Japan Legal on litigation and regulatory enforcement matters
Leading, managing, mentoring and retaining a top quality legal team, maintaining a client service and team approach consistent with firm culture.
Qualifications: The successful candidate should possess the following qualifications and experience:
Minimum of 10 years of professional experience in litigation, ideally including training in a well-regarded law firm and/or in a regulatory enforcement capacity
Experience working in a complex global environment highly desirable
Experience in conducting internal investigations
Experience in leading and managing a legal team
Excellent legal and business judgment
Ability to listen and understand the needs of business leaders and other internal clients, and to integrate legal and business issues
Prior public company experience highly preferred
Prior litigation and regulatory experience in APac jurisdictions highly preferred
Experience working in a complex, demanding, fast-paced and entrepreneurial environment
Excellent oral and written communicator and diplomatic negotiator, with an ability to exercise influence in various mediums
