Primarily responsible for managing the Banks compliance monitoring program.In this regard, the Compliance Monitoring Manager will monitor changes in applicable laws and regulations monitor the results of compliance examinations and compliance audits and provide advice to the Chief Compliance Officer and Compliance Committees regarding the scope and nature of the Banks compliance monitoring program.The Compliance Monitoring Manager will also be responsible for maintaining the Compliance Risk Assessment and related Compliance monitoring schedule, executing this schedule and reporting the results to the Chief Compliance Officer, Chief Risk Officer, Compliance Committees and appropriate business unit managers.
The Compliance Monitoring Manager has two Compliance Monitoring staff direct reports.In addition, the incumbent will be required to manage internal teams and contract third party compliance resources.
Manages the Banks Compliance monitoring program. Develops and maintains, in conjunction with the Chief Compliance Officer, a comprehensive assessment of compliance risk throughout the Banks operations. Prepares appropriate compliance monitoring review schedule. Manages staff and external resources in the completion of Compliance Monitoring and Audits. Reviews departmental compliance and operational processes and recommends enhancements to mitigate compliance risk and ensure the Banks compliance with applicable state and federal regulations, laws and policies. Documents findings in workpapers and generates written report of findings.Meets with appropriate business unit managers to discuss and provide recommendations for corrective action for compliance monitoring findings. Conducts follow-up reviews of corrective actions taken to address compliance exceptions reported. Ensures that compliance monitoring activities comply with Compliance Department standards. Identifies appropriate compliance monitoring resources to ensure completion of the Compliance Monitoring schedule; including resources in the Compliance Department, within business units and from third parties. Ensures resources with appropriate skills are assigned to compliance monitoring and audit-related tasks (e.g., addressing audit and exam entry letters, etc.). Evaluates the performance of direct reports, trains, and makes hiring recommendations.
Bachelors degree not mandatory but desirable and relevant Banking experience and related compliance training
8-10 years Compliance Audit or monitoring experience in a banking environment.
Working knowledge and understanding of state and federal banking regulations.
Strong working knowledge and experience in compliance review techniques, work program development and compliance team management.
Detail-oriented and self-motivated.
Strong organizational skills.
Ability to communicate clearly, verbally and in writing, with directors, senior managers and regulatory examiners.
Working knowledge of bank technology, including mortgage origination and servicing, HMDA tracking and reporting, document preparation, and CRA software.
Demonstrated ability to analyze compliance risk and develop a compliance monitoring schedule, using best practice methods and risk management principles.
Demonstrated ability to manage contract compliance resources.
Ability to work independently in a fast paced and multi-tasking environment.
Excellent problem solving skills and ability to work within tight time constraints.
Proficient PC skills and with Microsoft office programs.
CRCM certification is preferred.
Audit certification, such as CIA or CBA preferred.
Completes training required to maintain professional certifications. Participates in Compliance Training programs as directed by the Chief Compliance Officer in pursuit of Compliance Certification (i.e., American Bankers Association Institute of Certified Bankers).
