The Role Responsibilities
The Compliance - IBOR Transition role will be responsible to drive the Compliance requirements of the overall LIBOR transition agenda in conjunction with senior stakeholders mainly across the Global Program, CFCC and where required specific Business, Functions and geographies.
In this role, the successful candidate will be exposed to a highly dynamic area of Standard Chartered and can directly contribute to the delivery of the IBOR Programme.
The role-holder will be primarily required to ensure that they stay abreast of Regulatory developments concerning IBOR together with driving the execution of the Compliance requirements across the various Product and Segment IBOR Working Groups / Strategy Forums and acting as an SME within the CFCC function on IBOR transition to ensure relevant staff globally are trained on IBOR to facilitate awareness and expertise throughout CFCC. Specifically, the job requirements are as follows:
Maintain a high degree of connectivity and literacy with regulators across the Bank's footprint relating to LIBOR and disseminate key matters to CFCC personnel involved in the IBOR program together with CFCC management as required.
Highlight all key CFCC-related risks pertaining to the transition.
Coordinate CFCC trainings across SCB footprint, provide support to the Programme Office on its training initiatives (internal, Clients, Regulators).
Prepare various guidance notes/ FAQs/ scripts in consultation with the businesses.
Provide advice to the businesses with regard to the transition.
Assist Product Compliance Heads in facilitating Conduct sessions in each business.
Ensure consistency in implementation of LIBOR transition plans across the businesses.
Review client communications/ packs prepared by the various businesses and internal IBOR updates prepared by the Programme Office.
Identify impacted Compliance policies (or the need for a new Policy) and prepare these policies.
Work with the FM Surveillance team to plan for the implementation.
Prepare governance papers for various Committees and provide CFCC input into these papers from the Programme Office.
Track and coordinate all CFCC responses to regulators, regulatory bodies and industry groups
Provide regular updates to the CFCC LT on the latest developments
Assist in the establishment of robust and sustainable processes to ensure the Bank continues to meet its overall objectives in respect of IBOR transition.
Ensure consistency across processes and frameworks, implemented as required by the CFCC function in respect of the IBOR transition program.
People and Talent
Regularly and on a timely basis appraise performance of Compliance Working Group members to assist CFCC Management in assessing overall contribution and commitment as part of the P3 process.
Ensure regular and documented meetings with CFCC partners.
Assess competency and skill of the team on an ongoing basis to ensure overall success of the Compliance deliverables.
Ensure effective tracking of Compliance requirements as they impact policies and standards to ensure that Principal Risks that have a significant impact on the Bank are managed as required by the ERMF.
Collaborate with the other CFCC partners to anticipate horizon risks that may have a significant impact on the Bank and assist in developing effective strategies to mitigate such horizon risks including global standards for conduct of business.
Provide reports to relevant CFCC risk and control committees and management group on key compliance risks and issues relating to the delivery of the program.
Maintain adequate management MI / trackers across all aspects of the Compliance IBOR program.
Assist the Global Head CFCC Advisory, Business Risk Frameworks Compliance to manage regional governance and coordination activities such as participating in Regional governance committees and aggregating logistics and support for the function as required.
