The mandate of the Enterprise Project Delivery Excellence (EPDE) is to make project management a core competency at TD, reduce delivery risk and improve efficiency and effectiveness of delivery by ensuring that core practices, capabilities and centres of excellence are in place across the Bank. To effectively execute against the mandate, the EPDE has been functionally aligned into 6 strategic pillars:

This role sits within the EPDE Enterprise Delivery Capabilities, Guidance & Analytics Pillar.
Reporting to the VP, Governance & Portfolio Delivery, this individual will have the following key accountabilities:
Lead the development and implementation of enterprise wide project and program management governance structures, policies, mandates, templates (Business Case) and standards with Finance as applicable
Manage the pipeline of projects and support project teams to participate in required enterprise governance activities including SCOPE (Strategic Committee for Optimizing Project Excellence)
Refresh policies / standards / mandates annually to reflect TD and external learnings.
Contribute to Board and Delivery Risk analysis and reporting to support benchmarking, measuring success, effective and timely identification of risks, spend, and status at the enterprise level and better support decision making for all levels in business segments
Establish frameworks/standards for all aspects of Portfolio Delivery Group (PDG) practices including; governance (Segment Project Challenge, Portfolio Investment Committee), planning & intake, resource management, reporting and analytics, practice disciplines, etc.
Define target operating model and required capabilities to fulfill PDG mandate in conjunction with TDG mandate
Operationalize ongoing monitoring and control processes and key indicators for confirming compliance to standards (Quarterly Attestation, Spot Checks, etc.)
Independently identifying key trends within the project delivery landscape internally and externally
Understand requirements of and work with Segment and Control partners for continuous improvements
Conduct regular maturity assessment against target operating model, supporting PDG's in their maturity action plans
Minimum of five years of relevant experience in project delivery and practices evolution within an organization of comparable size and complexity to TDBG
Deep knowledge of project management delivery and related software/systems development methodologies (e.g. Waterfall, Agile, DevOps)
History of making an impact, developing and executing on strategies and delivering superior results in both the short and long term
Strong business acumen and presentation skills, with experience working with business and technology
A self-starter, able to build relationships and work collaboratively with stakeholders across multiple corporate and line-of-business segments
Skillful communication (written and verbal), negotiation and partnership skills to balance stakeholder input but remain objective to reach the right outcome - ability to stay resilient under pressure
Robust organizational skills with the ability to work in a lightning fast paced environment and manage multiple deadlines and priorities
Able to work with minimal supervision in a fast-paced environment.
Flexible and adaptable - comfortable with ambiguity and a fast paced environment with multiple deadlines and priorities
Highly Proficient with MS office suite particularly Excel, PowerPoint, Access
Education / Accreditation:
University degree or comparable professional education/training
PMP certified or equivalent
