As part of the Global Mobility team within HR, the Cross-Border Program Manager will oversee all set up and framework of operational activities for cross border arrangements in the region. A Cross Border Working arrangement is a situation where an employee regularly carries out work in a country location outside their contractual work location. The incumbent will act as an internal advisor and main coordinator for cross border arrangements managing the relationship with colleagues from the wider organization (payroll, tax, compliance, HRBP etc.). The successful candidate will be highly motivated, passionate and enthusiast that can help driving the program strategy. This role will report to the Global Mobility Lead and will support all aspects of the program.
Responsibilities will include:
Manage end to end process for a cross border worker - from the initiation with HR colleague or manager through to implementation;
Develop process to manage such requests with key functional partners;
Interaction with employees directly where queries come through from other channels than HR;
Able to apply some level of judgement on appropriateness of case and develop framework and policy;
Coordinating operational delivery - be involved in all aspects from the initial fact finding analysis to the arrangement set up (including coordinating with external vendors and with specialist HR functions, where technical advice is needed and partnering with payroll teams);
Tracking and reporting of cross border cases - ensure all arrangements are duly documented by outlining nature of each case, countries involved, line of business and any actions required (e.g. payroll / social security) to facilitate the arrangement;
Organizing the data in a consumable fashion in order to provide regular updates to HR stakeholders about the overall health of the program (e.g. active cases and new requests);
Conducting reviews for existing cases to confirm the implemented arrangement solution is still up to date with current environment;
Providing additional support within the department as necessary.
Skills & Experience Required:
At least 8 years of experience in a Global Mobility/Immigration/Tax role;
Proven HR experience;
Initiative and drive to create new policies and improving existing programmes if needed;
Proficient in MS Office. Expert user of SharePoint and internet based applications;
Outstanding influencing and negotiation skills as the role requires working closely with numerous stakeholders across HR, tax and external vendors in a fast-paced environment;
Capability to work successfully in a virtual team;
Excellent communication skills to successfully communicate with all levels of management and to communicate complex topics effectively;
Strong analytical skills;
Proactive, self-starter and highly organized;
Ability to adapt to a changing environment and assist with all tasks necessary;
Must be able to maintain a high degree of confidentiality.
