Governance and oversight on OCBC Entities per Group Oversight Guidelines on Matrix Subsidiaries.
Update any group or regulatory development on new Policies and Procedures.
Review and alignment of Entities' Policies and procedures (including CSR and deviations).
Review and follow up on regulatory, audit and compliance testing findings, issues identified from management or regulatory reporting. e.g. Entity Risk Assessment, Senior Management Reporting, Board Risk Management Committee, remediation exercises, regulatory requests such as data collection, trawling, etc
Provide advisory on Group AML and Sanctions matters.
Review proposals to Senior Management such as cases with material ML/TF/ Sanction risk to be escalated to 4-man committee and Risk Control Framework.
Assist in rolling out AML systems eg. sanctions filtering and transaction monitoring systems
Review and assess the local regulatory requirement/ request (eg: HKMA watchlists, foreign Authorities requests, etc).
Review and provide no objection on daily transactions hits on ML or sanctions.
Review and endorse entities' submission into Group Internal Watchlist (e.g. Internal PEP, Adhoc Sanctions, Entity specific watchlists, etc).
For OWH, host the fortnight engagement with OWH entities' AML officers and monthly Video Conference dialogue with the OWH entities' Head of Compliance .
Qualifications Requirements :
A university degree in Accounting/Commerce/Finance, Banking or Law or related discipline with at least 10 years' experience in financial services industry (such as private, retail, wholesale banking, insurance, asset management or securities firms) and minimum 5 years' experience in AML/CFT compliance
Certified as an AML specialist with a recognised institution/association
Broad knowledge of business, products and operations of the financial industry, and familiar with AML/CFT regulatory requirements impacting financial institutions in Singapore and jurisdictions which OCBC operates in
Strong analytical skills and clear thought process
Strong influencing, written and oral communication skills
Ability to engage senior management & staff
Some travelling is required
