As a member of the Monitoring & Testing Team in the Wealth, Risk & Regulatory Group, the Senior Compliance Officer carries responsibility for delivering on components of the first line monitoring and testing plans for all Lines of Business supported by Wealth Risk & Regulatory Group (BMO Investorline, BMO Nesbitt Burns, BMO Private Investment Counsel, BMO Trust Company (the "Wealth LOB's) in accordance with the Enterprise Compliance Framework
To effectively execute the mandate, the Senior Compliance Officer must possess a high level of expertise in Wealth regulations, directives and guidance. The individual's mandate will include:
Supporting the Enterprise Compliance Program management by executing the monitoring and testing plan, risk assessment and maintenance of the regulations library.
Managing special projects as may be assigned from time to time;
Managing regulatory programs which may be line of business specific;
Conducting business impact analysis with respect to emerging regulations;
Acting as a liaison with respect to the monitoring & testing program with the various internal business partners across the LOBs;
Identifying and communicating in an articulate manner issues involving WM LOB administration and operational queries regarding the compliance program.
Representing First Line Compliance and assisting with the interactions between examiners and auditors during internal, external and regulatory audits and examinations.
Monitoring & Testing:
Execution of first line monitoring & testing program for the Wealth LOBs, working with the LOBs to identify areas of non-compliance.
Design and implement specific monitoring and testing procedures for each applicable area of review.
For issues identified, provide root cause analysis and recommendations to management.
Maintenance of the Enterprise Compliance Program:
Maintain the LOB Regulatory Library, controls, risk-assessment ensuring the programs remain current and effective.
Assisting with the ongoing validation of the Regulatory Compliance Risk Assessment which encompasses the principles, accountabilities, expected outcomes, processes and procedures for the identification and assessment of Regulatory Risk across the enterprise.
Business Partner Engagement & Reporting
Liaison and compliance support to various internal business partners across the Wealth Management businesses.
Prepare reports and related test results dashboard for various stakeholders including management.
Knowledge and Skills
3+ years' experience in a compliance, regulatory or audit roles ideally in a dealer and/or portfolio management environment; previous policy and procedure writing experiences are strongly preferred
Good knowledge and understanding of OSC rules applicable to portfolio managers and investment fund managers and IIROC rules and regulations applicable to dealer representatives
Excellent data analysis skills
Exhibit strong planning skills
Successful completion Canadian Securities Course is preferred
Working knowledge of information technology tools required including: MS Excel, MS Word and portfolio management or investment industry software.
Organizational, analytical and communication skills.
Project management skills
Ability to demonstrate effective use of judgment, interpretation, knowledge and skill in the application of regulations and compliance requirements.
Excellent interpersonal skills and strong written and verbal business communication skills.
