Support the Head FCC Professionals Excellence in managing the FCC Controls Assess-Analyse-Act (AAA) processes, including delegated Group Process Owner for four FCC First Line Processes: Assess-Analyse (AA) Name Screening, AA Transaction Screening, AA Transaction Monitoring, and FCC Country Act (Investigations).
The Role Responsibilities
Drive the development, evolution and maintenance of the Target Operation Model (TOM) for FCC Controls and (country) team structure/capacity plans in line with the TOM and future demands, building an agile organisation
Maintain relevant manuals and DOIs as pertaining to FCSU and In-Country FCC Controls processes (AAA).
Lead the continuous improvement initiatives pertaining to quality and efficiency, supported by the Case Excellence team, Regional Heads, FCC Controls and the FCSU Function Heads.
People & Talent
Support FCSU Function Heads and Regional Heads of Controls to maintain the FCC Controls training and development plan for FCSU and In-Country FCC Controls processes (AAA) and ensure that holders of all critical functions are suitably skilled and qualified for their roles ensuring that they have effective supervision in place to mitigate any risks
Set appropriate tone and expectations from the team and work in collaboration with risk and control partners
Capacity / Forecasting
Provide pro-active input to FCC Controls MT on FCSU and country-specific developments (e.g. TM/NS/TS CCBs, Caseload Management Forum)
Work with the FCC Controls MT to highlight and resolve trade-offs between competing priorities
Build and analyse end-to-end metrics with the FCC MI & Performance team to map transaction volume to non-risk-irrelevant cases and map to current and future capacity planning
Group Process Owned / ORF
Be the delegated Group Process Owner for all AAA processes, and represent FCC Controls as such in the FCC PGC.
Support the Global Head, FCC Controls to embed and manage the ORF in the FCSU and the in-country FCC Controls organisation, jointly with Regional Heads of Controls; maintain the Operational Risk Assessments for all AAA processes and ensure documentation of all relevant OR risk sub-types, including but not limited to Data Quality and Data Privacy/Bank Secrecy.
Ensure the OR framework for all AAA processes runs monthly with on-time Residual Risk Assessment and Risk Acceptances, and oversee action plans to establish low/medium risk positions and stimulate development of predictive controls.
Coordinate production of high quality reports and presentations for the FCC Controls in-country functions used at senior management meetings and committees
Co-Chair with Regional Heads of FCC Controls the Regional FCC Controls Forums (cluster calls).
Manage and coordinate FCC Controls updates for countries
Risk Identification, Monitoring, Mitigation and Reporting
Take ownership of and timely escalate any issues detected in 1 st line testing (CSTs/KCIs/KRIs), 2 nd FCC Assurance testing and 3 rd line GIA testing
Support countries on issues and risk resolutions arising from BAU activities, audits, risk reviews etc.
GOVERNANCE & PROCESSES
Reinforce an effective and exemplary risk and control culture and further strengthen the control environment
Foster the right culture and relationship between the group, the regions and countries to ensure issues are escalated to the right function timely
Own and maintain the FCC Controls AAA Group Processes
Oversee process alignment across FCC Controls and identify any gaps/overlaps and manage the same
Work with Business teams and Business/Segment FCC teams to define handoffs from FCC Act, with relevant controls reflected in downstream processes
With other FCC Controls MT and FCC PGC members to deliver and maintain optimal global design standards for processes for FCC Controls that are fit for financial crime compliance purpose and growth and are appropriately managed through PGCs
Management structure of the function
Support the Head, FCC Controls, Professional Excellence as delegate as required
Support the organisation and management of the Global FCC Controls MT (gCMT)
Become the central coordination point and the go to point for any FCC Act related questions where needed and facilitate an ongoing connection of the regions
Lead the development of all committee papers for FCC Controls and manage any matters arising as pertaining to the FCC Act process
Support the Global Head FCC Controls as delegate for committees pertaining to the AAA processes
Ensure alignment between the AAA ORF implementations and the Group Risk Assessment

QUALIFICATIONS - training, licenses, memberships and certifications:
· Compliance professional of at least 10 years standing. · Be well-verse in the understanding of the Banking Act, Securities and Futures Act, and Financial Advisers Act. · Good judgment enabling the provision of sound advice in difficult areas of regulation and practice and the proactive management of compliance and regulatory risk. · Must possess strong leadership qualities, excellent interpersonal skills and multi-cultural awareness and sensitivity. · Ability to manage and give leadership to business and functional stakeholders. · Sound judgment on business practices, regulatory relationship management and reputational risk. · Personal authority and integrity with proven ability to establish relationships and exert influence at the most senior levels of the Country and with regulators and other external stakeholders.
