My client is a leading Global Financial Institution that is looking to hire an APAC Senior Operational Risk Manager, to join their dynamic team who is independent and has strong background within Financial Markets/Trading floor. Prior exposure in MAS regulatory requirements will be highly advantageous.
To support and control the implementation of the Operational Risk Framework (ORF) across the APAC Risk function and embed the Business-as-Usual (BAU) requirements to ensure a robust sustainable process going forward. To facilitate engagement and interface between the Risk function and Business (including Support Functions) in all matters regarding the practical implementation and BAU operational risk processes, and to gather, develop, produce and manage the Management Information (MI) necessary to monitor and report the status of these areas.
To support and provide coverage for APAC Credit Risk team as required, with responsibilities including evaluation of financial/market data and assessment of credit risk.
Operational Risk Framework (ORF) Implementation:
Implementation of the Operational Risk Framework (ORF) across APAC
Conversant in the use of applicable Risk Toolkits in the identification, assessment, mitigation and monitoring of Operational Risks
Assessment of effectiveness of controls defined by the process and control owners in mitigating the stated Potential Failure at the group, regional, country and counterparty level
Validation of Gross (Inherent) Risk Ratings for identified Risk events/ sub-processes / Potential Failures
Partner with business / process owners and first line to develop additional controls where the residual risk is deemed unacceptable at the regional and country level or to remove superfluous controls where they are unnecessary
Defining the level of assurance, Key Risk Indicators (KRI's), developing Key Control Indicators (KCI's) and Control Sample Tests (CST's) necessary to provide an appropriate level of comfort that the controls are operating as specified
Undertake assurance reviews at desk, country and regional level to ensure that the ORF has been fully imbedded into the business and functions
Conduct operational risk and policy trainings and in the execution of stress testing workshops to engage the business and advise in determining the APAC's regulatory capital requirements
Develop / update policies, procedures, processes and /or guidelines as needed to ensure robust and proactive compliance with all Operational Risk policies
Participate in client on-boarding review and client credit limit checks as required
Execute the Use Test cases in ensuring the entrenchment of operational risk methodologies into the Business and Support functions
Review of and assessment of Incident & Error Reports to identify key themes in internal risk events
Develop necessary Management Information to gather data from the ORF and present to relevant management and governance committees in a meaningful manner
Assess the control assurance results from the circa 11 APAC countries to determine whether the controls are operating as designed / described
Identify thematic issues ensuring risks are not misclassified and draw lessons for input into training packs
Determine where additional or redesigned controls are needed where the existing ones prove to be insufficient
Identify how changes in regulation in partnership with the Compliance team, policy or procedure impact the various risk types across APAC and ensure these are appropriately dealt with to ensure the Operational Risk Framework remains current;
Ensure necessary increases in residual risk are tabled for acceptance at the appropriate risk governance committees
Provide appropriate evidence, commentary and advice to the first line of defence
Any other duties as assigned by the Head of Risk - APAC

The role requires an individual with sound judgement of risk/reward trade-offs built through circa 10 years+ of practical experience in a Risk Management, or Audit or Global Market's Front Office or Middle Office role in the Financial Services organisation, consulting or audit firm
Experience in Credit risk management
Ability to focus, adapt to changing priorities, sound commercial acumen, good level of judgement and deliver timely results in a noisy, hectic and energy-filled environment is essential
Ability to deal with front office and senior stakeholders will be highly preferred
Excellent understanding of Operational Risk, methodology and principles
Practical experience of having developed Operational Risk policies, including having implemented processes and controls within a financial institution
Previous exposure to Compliance, Regulatory & Legal risk matters
