Organisational Context ING Group's Challenger & Growth (C&G) business line serves 25m customers in 10+ countries, and comprises ca. half of ING's assets and profits. To enable the execution of the Think Forward strategy within C&G countries, ING has set up a C&G Chief Transformation Office (CTO). The C&G CTO coordinates the design and deployment of ING's global transformation across C&G countries, and supports the design and execution of C&G's local strategies, optimizing C&Gs change portfolio overall and balancing change roadmaps between functions and countries as required. The department works closely with ING's Global Transformation Office (GTO), as well as all country executive teams, and representatives from all units and functions.
Moreover, the C&G CTO integrates the Chief Operation Officer (COO) function and as such is responsible for continuous optimization of operational performance across all C&G operations, and for end-to-end cost efficiency across all C&G banks. The C&G CTO coordinates all local COOs and combined 6000+ staff in C&G countries.
The CTO coordinates all C&G COOs to achieve: - Continuous evaluation and optimization of C&G's operational performance and capabilities to achieve operational excellence C&G-wide - An integrated and optimized operational improvement roadmap within/across countries, leveraging best practice and global knowledge centers - A powerful Operations brand and community, across C&G countries
Key responsibilities As part of the CTO team you will be responsible for:
Apply an operational, tactical or strategic view of ING Banks global internal control environment
Work proactively with senior management and value chain owners (MBB -1 or -2) to design and implement solutions to increase the effectiveness and efficiency of the internal control environment in an international context
(Design and) implement ING's strategy on internal control in line with competitive and market practices
Able to identify strategic capabilities that will support and increase knowledge sharing and replication of internal control best practices within the C&G Division globally.
Responsible for the development of (product) control frameworks for product lines aligned with ING's Policies and Minimum Standards and business processes as well as jointly with the Business Units with an process based end-to-end risk view
On a day to day basis, support CTO C&G and country teams to effectively drive continuous risk management / improvement in and across country control operations teams
Document and ensure communication of key risks. Prepare risk documents, reports, or budgets. Maintain input or data quality of risk management systems
Planning, designing and implementing of overall NFR management governance and process in C&G
Develop or implement risk-assessment models or methodologies incl. implementation of Enterprise Risk Management framework
Identify key risks and mitigating factors of potential investments
Continuous risk assessment, evaluation, and reporting
Consolidation of audits of policy and compliance to standards.
Providing support, education and training to staff in C&G
Provide comprehensive, integrated, high quality risk performance measurement and reporting. Create and deliver strategic presentations and reports/updates to senior management. Produce reports or presentations that outline findings, explain risk positions, or recommend changes.
Support monthly and quarterly C&G performance review
Analyse x-country risk performance vs benchmarks/targets to identify opportunities for continuous improvement. Conduct statistical analyses to quantify risk using statistical analysis software or econometric models.
Acting as a linking pin between C&G country control office and head office C&G second line functions (ORM, Compliance, IRM) CAS and Bank-wide Operations (BWO) teams.
Balance C&G strategic objectives against centralization and standardization initiatives/objectives on Non-Financial Risk Management, Know Your Customer and Identity & Access Management processes from Bank-wide Operations
Cross-country coordination, support and assurance of risk management improvement projects - from initial design, to business case development and implementation planning
Analyse new legislation to determine impact on risk exposure.
Support financial and operational planning for NFR developments and improvements within the C&G COO / CTO domain
Assure risk improvement roadmaps, across all global and local risk-related change projects, by country. Facilitate lessons learned and systematically facilitate x-country collaboration and acceleration. Demonstrate tangible incremental country benefits from support by head office teams.
Act as a champion for risk management and continuous improvement. Scrutinise/challenge and support/coordinate execution of global and local risk improvement programmes
Required Experience You know how to achieve goals in a large complex organisation; you know how to build and maintain relations with all your stakeholders; you think strategically and are capable of translating from an abstract level to tangible execution; you are a recognized sparring partner for level 1 and 2 management.

Built bridges by nature and are able to bridge between different levels, different people and different cultures
Are persuasive; being able to 'get people on board' and ensure necessary buy-in from stakeholders

Are a hands-on team player; and
Are willing to travel 6-10 weeks per year.

Functional reporting lines to/from C&G Business Units 1st LoD NFR Departments
The challenge in this role is to understand the different operational set-ups and processes in C&G countries and to be able to devise jointly with the country teams effective and efficient standardised governance and reporting mechanisms to facilitate and foster continuous improvement on the internal control environment and support executive decision making at C&G and Group COO level.
Navigating and influencing the existing organization matrix, the right balance needs to be determined between global strategy and local plans.
