Implement the Bank's Operational Risk Framework to identify, manage and mitigate operational risks across Hong Kong, Greater China & North Asia HR teams in accordance with Bank's Risk Appetite. Influence HR process design such that all HR processes have robust controls that are effectively monitored, mitigate operational risk and provide early visibility of potential downstream issues.
With the Head, HR Operational Risk implement a multi-year plan for embedding operational risk capability across Hong Kong, NEA and Greater China HR teams
Implement the Operational Risk framework across Country HR aligned to the standards set by Group Operational Risk
Coach, train and mentor the HR team to drive the implementation of the Operational Risk framework across the function
Working with the Country Product Teams influence the design and implementation of effective controls to mitigate operational risk
Design and implement a process to demonstrate the effectiveness of operational risk controls at a country / regional level including compliance with applicable local laws & regulations
Influence the Country HR audit agenda and partner with the Country HR team on planned audit activity, reporting of audit findings and the management and closure of audit findings
Support Country HR teams with the engagement with external auditors and the management of external audit activities
Ensure that Country HR Functional Operational Risk Team Meetings are exercising their responsibilities effectively within their delegated authority
Represent HR on significant Bank-wide initiatives that require HR Operational Risk expertise e.g. Anti Bribery & Corruption Working Group
Create and lead internal Country HR assurance reviews including risk based process reviews on critical processes and reviews based on thematic risks to validate the risk profile of the function
Lead the collaboration with Country Operational Risk teams to ensure Operational Risk processes are embedded and an effective operating rhythm is established
Represent HR as the Unit Operational Risk Manager
Knowledge Skills and Experience
10 years plus of relevant experience in HR Operational Risk and implementing Operational Risk Frameworks
Strong working knowledge of process design, process reengineering and control design
Significant experience of managing internal and external audit activities
Significant relationship management experience - with external stakeholders at the most senior levels, including regulators and suppliers
Ability to manage operational risk in a geographically dispersed environment
Strong facilitation & presentation skills
Ability to lead, manage and engage a high performing team
Strong verbal and written communication
Strong project management skills
Ability to use knowledge, communication and relationship skills to positively influence key business decisions and stakeholders at all levels
Ability to stand up for what is right, in the face of adversity
Excellent communication : clear oral and written skills; effective questioning and active listening
Advanced facilitation skills at an individual and team level
Ability to gains followership and commitment through confident and courageous influencing
