Job Title: Singapore Country Compliance VP Location: Singapore
The role sits within Country Compliance which is a true second line of defence which is independent and separate from the first line functions performed by the Businesses. Singapore Country Compliance focuses on providing Singapore regulatory advisory and employee compliance coverage, with primary focus on maintaining good relationship with the Singapore regulators and government.
The individual reports into the Head of Singapore Country Compliance, based in Singapore and will primarily provide coverage for regulatory advisory and employee compliance functions (e.g. personal account dealing (PAD), gifts and entertainment (G&E) and outside affiliation personal investment (OAPI)).
The candidate will also provide compliance support on other compliance advisory areas such as cross border, outsourcing and technology to the Businesses in the Singapore region. The candidate is expected to be well versed in Barclays' Businesses, general Singapore regulation and Compliance obligations to the local regulator (MAS).
Guide and advise the Businesses on how to comply with/ interpret relevant local laws, regulations, guidelines and procedures.
Work closely with the other members of the Compliance team (e.g. Cross BI, Markets and Banking) in order to develop a centralised, best-in-class second line function
Provide support on responses to industry consultations issued by the local regulator on changes in rules and regulations, with the support from regulatory relations or legal.
Provide support on regulatory interactions related to examinations/inspections requests for information/periodic or ad-hoc regulatory filings, including tracking of regulatory commitments, escalations and regulatory risk management.
As necessary, collaborate with the Businesses in developing Business standards/ procedures and implement any operational changes with a view to comply with local laws, regulations and guidelines.
Perform/ provide oversight on the day to day requests relating to employee compliance matters (e.g. PAD, G&E and OAPI) and registration of local licensed persons.
Have a general understanding of other issues closely connected to outsourcing and technology, such as appropriateness of due diligences, responses to technology related incidences.
Ensure banking secrecy, outsourcing and technology requirements are considered in projects / new products / new activities / new procedures.
University degree required. Graduate degree preferred.
Strong knowledge of the Singapore regulatory requirements (i.e. Banking Act, SFA and FAA) and the application to the framework and products traded to Barclays business in Singapore.
Minimum 10 years working in investment banks/brokers/regulators with good general knowledge of outsourcing, technology and cross border requirements.
Has good interpersonal skills, is an effective communicator with a professional demeanour and possesses considerable presence, impact and gravitas and will command respect within the organisation and with the regulators.
Has good people management skills with proven motivation and leadership skills.
Has a pragmatic approach to problem-solving, a flexible, consultative working style and possesses the ability to drive change.
Has excellent business judgement and ability to work constructively across a diverse range of stakeholders.
